explained how the substitute expanded the definition of “vehicle for hire” to
include companies like Uber and Lyft. Committee members debated the merits of
different regulatory schemes for app-dispatched vehicles. Steve Diebenow
representing the Transportation Network Companies industry reported that
Council Member Anderson is crafting an amendment to this bill. Officer
Leonard Propper of the Sheriff’s Office discussed
the department’s difficulties in enforcing the regulations on unmarked
vehicles. Council Member Crescimbeni moved that the ordinance be amended to
completely repeal previous ordinance 2013-554-E regarding “pre-arranged
contractual carriers” and to request the Council President to appoint a
public/private task force to develop a comprehensive and fair regulatory
system. A motion by Council Member Boyer to
defer the bill was approved 5-2. DEFER |
