Summary Fact Sheet Council Member Boyer noted that the
City has not allocated funding for last year’s FIND construction commitments
and cautioned against committing to another $1.1 million in future
construction costs that the City may not have to spend. Council Member Crescimbeni
stated that FIND grant funds are the result of an ad valorem millage on City
taxpayers and the City would be remiss in not making application for the
return of all the funding to which it is entitled. He felt that FIND matching
funds should be a CIP top priority since it recoups our own tax dollars. Tera Meeks of the Parks, Recreation and Community
Services Department answered questions about the FIND application process. DEFER |

Council Member Clark explained the

Chief Judge Mahon. Council Member Crescimbeni requested additional information
on the court administration budget and the budget reductions imposed on the
courts when the FY14-15 budget was adopted.

At the conclusion of the agenda, Council
Member Gulliford urged the Public Works Department and the Florida Department
of Transportation to make an immediate and thorough examination of the
structures supporting Liberty Street, Coastline Drive and the old courthouse
parking lot to determine their condition, determine the cause of the recent
street collapse, and to ensure public safety in the area.
Council Member Schellenberg reported
that the City’s contract with the private operator of the water taxi service
expires in the next few days and no agreement has been reached between the City
and the operator on a contract extension. The service may be shut down by the
end of the week if no agreement is reached.
Council Auditor Kirk Sherman reported
that the Risk Management Division has identified a $3.7 million excess charge
for self-insurance that was not budgeted for in FY13-14 that needs to be
covered from the year-end recapture process. Risk Manager Twane Duckworth
explained the division’s process for anticipating and budgeting for liability
charges and stated that the shortage occurred due to excess worker’s
compensation claims. In response to a question from Council Member Boyer, Mr.
Duckworth explained the division of responsibilities between Risk Management
and the City’s operating departments for safety training and assurance and for
loss prevention.
Council Member Boyer gave the committee
an update on the work of the Special CIP Committee, which has identified
approximately $12 million available for reprogramming and allocation in the
5-year road program. The general capital projects subfund has approximately $10
million allocated to projects and some additional interest earnings that remain
to be allocated for use. The committee should be making recommendations within
the next month on how to prioritize and allocate the available funding for
projects in the current fiscal year.
