Council Auditor’s Presentation – Quarterly Summary for fiscal year ending
September 30, 2014

Boyer – CIP Update
At the start of the meeting Council Auditor Kirk Sherman
gave an overview of the Finance Department’s report on the FY13-14 budget at
year-end. The unaudited figures show a positive variance in General Fund
revenues of $7.8 million and a positive variance in expenditures of $8.48
million. The positive variance in expenditures will be reduced by at least $3.7
million needing to be allocated to cover excess worker’s compensation costs.
Council Member Boyer expressed concern that the $10.3 million positive variance
in salary expenses and the $4.6 million positive variance in employee benefits
may indicate that the budget was balanced at the expense of hiring sufficient
employees to perform needed public services at an acceptable level. Mr. Sherman
noted that revenue shortfalls occurred in the areas of utility service tax and
communications tax. Sales tax revenue is growing, at least in part because of
the start of sales tax collections for on-line retailers such as Amazon. EMS
transport revenue in the Fire and Rescue Department has shown substantial
growth as projected. Council Member Boyer asked the Auditor’s Office to work
with the Finance Department to identify excess fund balances in the General
Fund accounts that may be available for re-appropriation.
Mr. Sherman also announced that the RFP for a City external
auditor had been released this week and responses are due back before the end
of January. A meeting of the Audit Committee will be needed in late
February/early March to select the winning company and begin contract
negotiations.

At the conclusion of the meeting council Member Boyer
reported that the Special CIP Committee has been hard at work investigating
multiple aspects of the City’s CIP process and project list. The committee has
finished its work on projects on the stormwater utility list and will shortly
present legislation to appropriate additional funds to the countywide drainage
system rehabilitation account. She noted that there is positive news on the
Better Jacksonville Plan finances, where it appears that the downturn in sales
tax revenue is beginning to reverse to the point that within the next 2 or 3
years the tax may begin generating revenue beyond the amount needed for bond
payments and produce sufficient resources for resumption of the “pay-as-you-go”
program. A voluminous report of all currently listed CIP project accounts will
be sent to all district council members with a request that they review the
list, identify projects in their districts, and note which projects are
completed and can have any remaining residual dollars moved to other purposes.
The committee is awaiting further research on the status of $22 million shown in
a Public Works Department account and $10 million in a roads and drainage
account to determine if these funds are already allocated to particular uses or
are available for reallocation. Finally, the committee will be producing policy
recommendations for the consideration of the Finance Committee and ultimately
City Council in the areas of trust funds, use of clearinghouse accounts,
borrowing polices, and the like.
Teresa Eichner of the Mayor’s Office reported that she and
the Finance Department are completing a division of the comprehensive capital
projects accounts list into district-specific lists for ease of review. Council
Member Gulliford said that Jacksonville’s stormwater utility spends far more on
operations and maintenance expenses than other such utilities around the state
and spends comparatively little on capital projects for ditches and pipes in
the ground. He believes the balance should be just the opposite.
Chairman Clark requested a comparison of the City’s
borrowing history before and after the creation of the Banking Fund in 2008 to
determine if the creation of that borrowing mechanism has substantially changed
the amount the City tends to borrow each year.
Council Member Crescimbeni noted that the Mayor let
Ordinance 2014-386 (Police and Fire Pension Fund reform) become effective
without his signature and wondered how the Council would deal with the
counter-proposal to its proposed amendments that presumably will be coming back
from the Police and Fire Pension Fund board; specifically, will new legislation
need to be introduced to put the counter-proposal before the Council for
consideration?
Council Member Schellenberg announced that a ceremony
honoring Jacksonville’s police officers and firefighters would begin in the
City Hall Atrium at 10:30 following the committee meeting.
