Chairman Wilson called the combined
meeting between the LUZ committee and Planning Commission to order at 4:07p.m.
2015-485 (Location &
Development Criteria for low-THC Facilities
Ms. Susan Grandin provided a
review of the topic. Each member received a copy of Zoning Code, Chapter 656,
Part 1 – 4. This will assist with determining location and development criteria
for the cultivating, processing and dispensing facilities for low-THC cannabis.
She explained that the moratorium provides Council time to determine location
of facilities should an applicant in Duval County is selected to produce the
low-THC. Ms. Grandin thoroughly reviewed the guidelines, application and
process for a nursery submitting to State of Florida to be an official
facility.
Cultivating requires growing
the product; processing requires making the product into the medicine; and
dispensing requires the distribution of the medicine. There was extensive
discussion in regards to the one applicant having contractual components to assist
with the overall process, zoning areas and applicable restrictions by the
Council. It should be noted that low-THC is not FDA approved and cannot be
dispensed from a facility like CVS or Walgreens. There were two major concerns:
the rules for the Compassionate Use may require that a doctor is present a
dispensing facility; and if doctors are allowed to dispense from their offices
which requires a different zoning. The Department of Health is currently
working on the rules and regulations. It was suggested the committee consider
reviewing Fort Collins, Colorado code for information regarding dispensing
facilities.
A combined meeting will be
scheduled in a month. If there are any changes, Chairman Wilson will call the
meeting sooner.
Assignment:
PDD staff requested to forward
the panel a map of all current areas with AGR Zoning and list the type of
zoning next to it.
PDD staff will submit a map
to committee with CCG-2 zoning showing footage and buffers from residential
areas.
There being no further
business, the workshop was adjourned at 5:06 p.m.
