Chairman Holt called the
meeting to order at 3:35 p.m.
Process Improvement &
Website Update
Ms. Susan Grandin explained
the process is being streamlined between OGC and PDD. The LUZAP portal will
have new forms and instructions. The ownership affidavits according to business
type (individual, corporation, partnership, etc.) are among forms that will be
easier to access. Forms are expected to be on portal in a week. PDD will
continue to provide additional direct assistance, if needed.
“Conditions” to a PUD
Ms. Grandin briefly summarized
modifications to a PUD. This amendment can be done via administrative
modification, minor modification, or a major modification (rezoning). She
explained that changes to legal descriptions, site plans, and written
descriptions are not conditions to a PUD because all of them can be revised.
All specific items put in the Ordinance are considered conditions to a PUD. She
provided a white page of the procedures for Ordinance 656.341.
Ms. Grandin informed
committee that the Department’s letter of memorandum regarding PUDs needs to be
referenced in the Ordinance or as a condition.
There was extensive
discussion regarding the procedures of modification pertaining to usage of site
plans and written descriptions as conditions. CM Boyer commented she has
drafted a revision of the PUD application process to utilize a PUD Conceptual
or a PUD Final option. Ms. Grandin will meet with CM Boyer to review her PUD
draft.
Allowance of changes to
Rezoning Application
Ms. Grandin shared her
concerns about changes being done after payment of fees with insufficient time
for staff and committee to review. Ms. Lisa King, Planning Commission Member,
shared that the PC is currently debating the same issue. A possible resolution
requires that changes must be in the book or receive an automatic
deferral. After some discussion, it was
decided that changes made after PC meeting must be turned into staff in a red
line track changes version to be inserted in committee members’ books. Document
must be turned in by close of business on Friday. This administrative change
should be implemented for the next cycle.
