Council Member Jones said that he didn’t want property owners to be able to use the historic designation process as a means of evading compliance with property maintenance standards and offered amendments to several conditions previously approved by the LUZ Committee to reduce several time frames in the conditions toward that end. Joel McEachin of the Planning and Development Department verified that the roof of the building had recently been replaced. Elias Hionides representing the property owner described the owner’s hopes for the property. Mr. McEachin described the requirements and timeframe for “mothballing” a structure. Council Member Boyer explained a proposed amendment to limit mothballing to a fixed period and to require substantial progress toward renovation/restoration by the end of that period.

He has asked the General Counsel for a binding legal opinion about whether the signs that have already been attached to the exterior of the Veteran’s Memorial Arena are legal or not. His additional amendment would prohibit the placement of signage on the inside of windows facing the outside as a way of circumventing the prohibition on exterior signage.
