Presentations from Staff

1.      Mr. Tom Goldsbury reported the site has four (4) building permits with outstanding violations. The applicant is in process of bringing permits in compliance.

2.      Chief Jones reported a cease and desist order was issued on dormitory for the lack of a sprinkler system. After the applicant obtained a contract and proper permits to install sprinkler system, they were issued a Fire Watch to proceed with operations. A request for final inspection has not been submitted by applicant.

3.      Mr. Prado reported the site has two (2) current Code violations involving a buffer adjacent to residential properties.

 

There was extensive discussion regarding proper permitting by the applicant and current compliance. Several of the permits were issued after work had begun on the site. In response to CM Boyer’s comments, Mr. Huxford and Mr. Prado will meet to discuss procedure and language regarding parking that will permit Municipal Code to cite and enforce violations. No action taken on item.

Mr. Huxford is unaware of an established definition for institutional uses; however, he utilizes the PBF 2 Zoning District for clarity.

 

Public hearing opened. Two speakers: Paul Harden (support) and Patricia Schorr (oppose). Mr. Harden agreed to the conditions with clarification:

·        Condition #1, #3 & #4 – leave as read into record

·        Condition #2 – change to read… “in accordance to written description dated January 13, 2015.”

·        Condition #5 – include language that “public, private or charter schools shall be prohibited without waiver of Florida Statute 33.03 and Chapter 10”
