Council Member Garrett Dennis , Chair of the NICE Committee, implored the Committee to move forward by withdrawing this item.  Council Member Reggie Brown felt that the issue needs to be addressed and wants to meet with Code Enforcement, Office of General Counsel, and others to come up with a solution to the problem.  Brian Mosier, Municipal Code Compliance Division, feels that the proposed ordinance can work; wants to start over.  The Chair, Council Member Carter, appointed a subcommittee to do further work on proposed legislation.  The subcommittee members are Council Members Reggie Brown (Chair), Al Ferraro and Sam Newby.

CAO Sam Mousa made a presentation outlining the various capital improvements  being proposed for the stadium and the adjoining area outside the south end zone.  Chief Financial Officer Mike Weinstein described the financial outline of the proposed funding sources. Both Mssrs. Mousa and Weinstein fielded numerous questions during a lengthy discussion on the proposed covered flex field and amphitheater.  Mr. Mousa indicated that the Administration would be back before the Council with legislation to re-visit the surcharges that the City has in place for the stadium, Veterans Arena and the TU Center for the Performing Arts; he explained that the surcharges have not been raised since 1994. Attorney Paul Harden, agent for the Jacksonville Jaguars, Jaguars’ Attorney Megga Parkh, and  Assistant General Counsel John Sawyer fielded numerous questions from the panel on a wide ranging array of concerns about the proposed improvements to the stadium complex, language in the Finance Committee amendment, the need to hire local people for jobs, JSEB and the specific concerns and recommendations raised and made by the Council Auditor’s Office that were attached to the marked agenda.

Agnes Daneiger, president of the Memorial Park Association, gave an informational presentation on

Memorial Park, its history and need for improvements.  She recounted the park’s history and the previous financial support that the Council had provided for park improvements.  She and Carl Cannon indicated that they will be coming back with specific proposals for assistance.

 

Dr. Kelli Wells, Duval County Public Health Department, provided the panel with an update that included a report on the recent Hands on CPR training at City Hall for Council staff; she also remarked on World AIDS Day.
