the CIP Committee Council Member Lori Boyer explained the various components
of the legislation. The intent was to
put some policies and processes in place that would alleviate some of the
problems that the Special CIP Committee had unearthed. She fielded questions from the panel. Ms. Boyer also explained that there had
been a delay in introducing this legislation because the CIP panel wanted to
get the new Administration an opportunity to review the Special Committee’s
work and the proposed legislation that the Special Committee had
crafted. Ms. Boyer reported that she
had been advised by Ali Shelton that the Administration is supportive of the

At the end of the agenda items, the
panel heard a presentation by Jacksonville Public Library Director Barbara
Gubbin.
Ms. Gubbin highlighted the components
of Project LEAP (Library Enhanced Access Program) that Ordinance 2015-720
supports. She explained the link between
crime and illiteracy. Partnering with
the school system, Project LEAP targets certain zip code zones in the City
(32202,32204,32206,32208,32209 and 32254).
The project hopes to increase the competency of parents and caregivers
to build pre-literary skills in young children ages 0-5. The project would increase the digital literacy
of young adults, ages 16-24; and increase the language literacy of young
adults, ages 18-24.
Council Member Katrina Brown commended
Ms. Gubbin for Project LEAP’s undertaking and indicated that she, Council
Member Brown, wanted to support the work in the community.
