Former Council President Bill Bishop (sponsor of the legislation) explained what the bill entailed and fielded questions from the panel.  Of particular concern to Council Member Matt Schellenberg was the scenario where an out of town guest is here in Jacksonville for the Florida-Georgia game and has his car booted and towed on a Friday night.  How does he retrieve the vehicle if City Offices are closed? Nancy Albertson, Public Parking Division, explained how the process and options in resolving the issues that Mr. Schellenberg raised.  Council Member John Crescibmeni was concerned about the authenticity of the receipt that a car owner might present to the towing service.  A fairly lengthy discussion ensued.

Council Member Scott Wilson, the measure’s sponsor, explained what the legislation entailed.  He explained that he did not know why the park was designated “Fletcher Morgan Park.”  From as far as he could remember, the community always referred to the park and its baseball fields as “San Souci Baseball Park.”  Mr. Wilson indicated that he had had the Research Division (Jeff Clements) research Fletcher Morgan; Fletcher Morgan had been a State Legislator but had no particular ties to the San Souci baseball programs.

At the completion of the agenda items, the Committee heard a presentation on programs that had been designed and created to provide healthcare insurance coverage to children in Duval County who are not covered.  Cheryl Townsend, Cover Jacksonville Project Director, explained what Florida KidCare entailed.  She explained that the healthcare insurance program was funded by a grant from the National League of Cities.  She reported that Florida ranked 4th in the category of uninsured children.  Cover Jacksonville is a marketing and awareness initiative.
