Council Member Matt Schellenberg indicated that he was troubled by the numbers in the Equestrian Center’s budget.  Specifically, he wanted to know where SMG’s numbers were coming from, particularly revenues.  Alberta Hipps, representing the Northeast Florida Equestrian Society, an organization that replaced SMG in managing the center October 1, 2014, explained the process in place that has the Equestrian Center management  regularly providing reports on budgetary matters to the Parks, Recreation, and Community Services Department.  Ms. Hipps acknowledged that there was a disconnect with regards to varying sets of budget numbers.  She felt that SMG did not provide good numbers for the new management’s first budget.

Daryl Joseph, Parks, Recreation & Community Services Department, explained that the amendment to the ordinance was supposed to address and resolve the concerns raised in the exchange.

Council Member Doyle Carter, sponsor of the ordinance, indicated that he would welcome an opportunity to have a noticed public meeting with Council Members to explain SMG’s figures for the Equestrian Center’s budget.  He indicated that he was not prepared to explain those figures in the meeting because he did not have his material with him; he had not expected the discussion.  He apologized for not having NE Florida Equestrian Society staffers at the Committee meeting.
