At the meeting’s outset, prior to the agenda items, the Chair invited staff from the Jacksonville Fire & Rescue Department to discuss the Insurance Service Organization (ISO) and how its ratings of communities impacted their insurance premiums.  Chief Les McCormick summarized how ISO assessed ratings, often using the proximity of water sources and fire stations.  He explained the maps that had been distributed depicting fires stations across the county and identifying areas with sound ratings in green and those in red as troublesome.  He characterized ISO as an independent agency.  He and Randy Wyse, Jacksonville Firefighters Association,  fielded questions.

At the close of agenda items, the Chair invited Dr. Kelli Wells, Director, Duval County Health Department, to field an array of questions on her department and its current work.  She broached areas such as the relationship between her department and UF Health; dental health programs; accessibility to clinics and health care in the core city; the WIC program and infant mortality rate issues.

The Chair invited George McGregor, Transportation Consultant, HDR Engineering and Tom Fallin, Public Works/CIP Program Manager, to comment on the issue of road widening projects and the process with identifying problems with projects.

The Chair asked the Committee members to identify areas that they want to commit to work on.  Council Member Reggie Brown will be working with JFRD to make the JFRD-ISO map completely green.  He will also be working with the Health Department in resolving some of its issues.  Both Council Members Sam Newby and Garrett Dennis will be working to raise funds to construct a playground for Eureka Gardens, a project spearheaded by Pastor Mark Griffin of Wayman Chapel.  Council Member Al Ferraro wanted to improve the use of our parks, particularly with more youth involvement.  He also wants to work with Tera Meeks in arranging a barbecue in the parks for young people.

There being no further business, the meeting was adjourned at 10:51 A.M.

John J. Jackson, Council Research Division (904) 630-1729
