At the close of agenda items, Council Member Warren Jones suggested that the Council closely monitor the Joint Use Agreements between the  City and the Duval County School Board on the use of parks, particularly as some of the agreements expire.  Mr. Jones is finding that the School Board is fencing in some of the schoolyards  or turning lights off that denies some neighborhoods access to the City-purchased recreational equipment that was for the school’s use while in session and for the neighborhoods’ use in the after hours.
