Cynthia Nixon, Jacksonville Children’s Commission, fielded questions on the number of children that would be attending the summer camps.  On budget issues, Council Member John Crescimbeni requested that Ms. Nixon reconcile the fact that in the previous fiscal year’s budget, Council Member Kimberly Daniels had proposed and the Council and enacted additional funds for the summer camps and not all of those funds were spent yet Ms. Nixon explains that in the current budget, the Commission is $10,000 short on meeting its summer camps program needs.

At the end of the meeting’s agenda, the Chair, Council Member Don Redman, announced that he had invited people to attend today’s RCDPHS meeting to bring to the Committees attention an issue of concern in the Council Member’s District, Council District 4.  The San Souci Baseball Association, operating for nearly sixty years, has been denied a contract from the City (Parks, Recreation and Community Services Department) to operate Fletcher Morgan Park for its athletic program.

According to the Parks, Recreation and Community Services Department, the San Souci Baseball Association failed to respond to an RFP.  Consequently, the four fields at Fletcher Martin Park will be used by another athletic association.

 

Tony Lopez, Director, Parks, Recreation & Community Services Department, provided the panel with a chronological background briefing on issues at hand.  He explained that his department contacts 30 to 33 athletic associations and that the San Souci group never responded to the department's RFP for contract use of the ball parks. All of the other athletic associations contacted responded.  Council Member Redman is concerned that San Souci was never adequately informed about the procedures in bidding for a contract.  He is concerned that the Parks Department did not reach out to San Souci.

 

Greg Pease, Chief, Procurement Division, explained the RFP procedures that were engaged; he felt that the process was handled professionally.

 

Keith Meyerl, Parks, Recreation & Community Services Department, explained the process  that the  department used to contact the athletic associations about impending bids to renew contracts for the use of City parks and athletic facilities.

 

Bill Ray, a member of the board of the San Souci Athletic Association, recounted how the neighborhood had built the Fletcher Morgan athletic park and facility over the years. He professed that he was uncertain as to whether or not the association’s president received (by e-mail) notification from the City regarding the RFP.  He characterized Fletcher Morgan Park and the athletic association as core components to the neighborhood.  Loss of access to the park for the association is a devastating blow.

 

Council Member John Crescimbeni felt that Mr. Lopez and the Parks Department had not sufficiently reached out to the athletic association.  He implored Mr. Lopez to return in two weeks and explain how his department proposed to fix what appeared to be a genuine lack of communications problem.  Mr. Crescimbeni felt that the City had been lax in providing good customer service to the neighborhoods.

 

Attorney Jim Bigelow, speaking on behalf of the San Souci Athletic Association and the neighborhood, decried the dilemma that the association and neighborhood finds itself in.  The contract for the park is for three years, with two three-year extensions.  It could be nine years before the San Souci Athletic Association will have an opportunity to bid for a contract for use of Fletcher Morgan Park.  He requested that Assistant General Counsel Paige Johnston review the license agreement.
