There was a lengthy discussion on this item.  At the outset, Council  Member Bill Bishop announced that he would be voting ‘no’ on the measure and explained his qualms.  Council Member Warren Jones indicated that he was supportive of the measure arguing that further delays in enacting the legislation would result in costing the taxpayers additional money.  He also cited a morale issue that the impasse had created.  Mr. Jones asked the Mayor’s Chief of Staff, Chris Hand, to comment on the various issues, fiscal questions, in particular.

 

The City Treasurer, Joey Greive, fielded questions and explained how he viewed the changes made in the proposed legislation.

 

Council Member Stephen Joost explained why he favored passage of the proposed measure, characterizing it as a sustainable plan.  The alternative, he felt, would be a lengthy, costly battle in the courts.

 

Council Member John Crescimbeni explained his position as a dilemma.  He offered an amendment that would change the number of years that the City would not impose on pension benefits on current employees from ten to three years.  The amendment failed on a 3-3 vote.

At the invitation of the Committee Chair, Public Works Director Jim Robinson made a presentation updating the Committee on Southbank Riverwalk issues such as the width of the benches and the width of the riverwalk itself.  The Committee Chair, Council Member Don Redman, had a number of concerns, feeling that the current width of the riverwalk was not what he saw in the plans that he reviewed at the Haskell Company  before the project got underway.  Mr. Redman felt that the current width of the riverwalk was inadequate and a safety concern for pedestrians and bicyclists.

 

In a summary statement, Mr. Robinson said that the width in the design of the riverwalk had not changed since the project was announced in 2011.  He discussed, at length, design and bulkhead issues.  Mr. Robinson explained, in detail, the design-build process.  In response to Council Member Redman’s concerns, Mr. Robinson announced that adjustments to the riverwalk benches would be made prior to next week’s official opening of the Southbank Riverwalk.  (The opening date is tentative).

 

Mr. Robinson engaged in an exchange with Council Member John Crescimbeni on the width issue.  Mr. Crescimbeni had questions for Mr. Chris Flagg and a Haskell Company representative, as well, on the Southbank Riverwalk design and the design of the benches.

 

There being no further business, the meeting was adjourned at 3:08 P.M.
