Council Member Warren Jones thanked that Committee for recommending approval of this ordinance.  He explained that  the ordinance would significantly safeguard newly defined historic structures from demolition and provides the City with a new mechanism for assessing whether or not to demolish City-owned property.  Council Member E. Denise Lee thanked Council Member Jones for his role as Chair of a Blight Subcommittee that crafted the legislation.

Denise Lee feels that the Rental Rehab Loan Program needs to be re-structured; to her, the same people are the recipient of the funds year end and year out.  Ms. Lee feels very strongly that single-family homes need assistance for rehab work as much as multi-family units.  Council Member John Crescimbeni suggested that the Blight Committee should review this program.  Ms. Elaine Spencer, Chief of the Housing and Community Development Division explained what the program entailed and fielded questions.
