opposition to replacing sitting commissioners in mid-term because it
threatens the ability of boards and commissions to represent the best
interests of the public at large and not just the appointing mayor, and noted
that this proposal breaks the precedent established by previous mayors of
letting commissioners serve out their terms before being replaced. At Mr. Hazouri’s request, the Planning Commissioner who would be
replaced by this appointment (Robert McKinnon) was given the opportunity to
address the committee. The Chair allowed public comment and Karen Morton
spoke in favor of the mayor’s right to replace a commissioner at any time.
Chairman Schellenberg expressed his support for the mayor’s right to have
