Assistant General Counsel Sandra Stockwell discussed the purpose for the bill and explained that the ordinance had been amended in the TEU Committee to delete the mandatory gate opening language. She stated that the bill is intended to match the language of FEMA regulations to ensure that the City qualifies for reimbursement for cleanup expenses it incurs after substantial natural disasters. Council Member Crescimbeni questioned the necessity of the ordinance and requested a copy of the letter and agreement form that had been sent out by the Public Works Department to all of the registered neighborhood organizations.
