Council President Greg Anderson gave the committee its formal charge and thanked the members for their service. He urged them to clean up long-pending bills, some of which are related to the work of the Neighborhood Blight Committee and the Vehicles for Hire Committee. He requested that the committee closely examine the qualifications of nominees for appointment and to ensure that if qualifications are not met, that the bill contain the necessary waiver language.

Deputy General Counsel John Philips explained the need for the emergency action in response to the scheduling of the trial in the near future. Council Member Hazouri suggested that the City request its Congressional delegation to press the U.S. Justice Department to drop the case because of lack of a credible case. Heather Reber of the Council Auditor’s Office addressed the fund balance in the OGC retained earnings account and noted that the mayor’s proposed FY15-16 budget proposes to use $850,000 of that retained earnings for operational purposes.

At the conclusion of the agenda, Paul Crawford, Acting Director of the Office of Economic Development, discussed the OED’s management of the Access to Capital program that was recently the subject of several newspaper articles alleging that nearly $1 million of that fund was “missing”. Mr. Crawford explained the history of the program and the City’s use of a private contractor – Essential Capital – to manage the program and make loans to small businesses. When Essential Capital exercised its option to end the contract early, the funds reverted to the OED to manage. The Curry administration is studying how best to utilize the $959,000 now returned to the City’s custody for economic development purposes.
