Summary F Sub - Rerefer TEU Sub – Rerefer Mary O’Brien representing Advanced
Disposal Services explained the timeline for the transition to single stream
recycling in 2016 and automated solid waste pickup in 2017 if this restated
agreement is approved. The company is not planning on converting its vehicles
to compressed natural gas (CNG) as the other waste haulers have done because
the company does not own the property on which its yard it located; the
company leases a site from the JAA which adds a layer of complication to
making an expensive capital improvement on the JAA’s property. SUB

At the conclusion of the agenda, Paul Crawford, Acting Director of the Office of Economic Development, discussed the OED’s management of the Access to Capital program that was recently the subject of several newspaper articles alleging that nearly $1 million of that fund was “missing”. Mr. Crawford explained the history of the program and the City’s use of a private contractor – Essential Capital – to manage the program and make loans to small businesses. When Essential Capital exercised its option to end the contract early, the funds reverted to the OED to manage. The Curry administration is studying how best to utilize the $959,000 now returned to the City’s custody for economic development purposes.
