Assistant Council Auditor Kyle Billy explained the need for the proposed amendment regarding the effective date of the change in designation of the City’s whistleblower official to match the effective date of the permanent Inspector General’s appointment. Council Member Boyer offered a different amendment to deal with the period before a permanent Inspector General is appointed or in the event of a future vacancy in that position.

Wayne Young of the JEA reiterated comments made by the JEA at last week’s City Council meeting opposing this ordinance, stating that this ordinance would prevent the JEA, a multi-county service provider, from hiring employees who are customers but happen to live in adjacent counties. Michael Stewart of the Jacksonville Aviation Authority stated that the JAA serves the entire Northeast Florida/Southeast Georgia region and likes to have the freedom to hire regionally, particularly with regard to recruiting retired military veterans with valuable aviation skills who may not reside in Jacksonville.

Dawn Gilman of the Emergency Services Coalition described the Homeless Day Center’s operations and usage. Carolyn Hillhouse-Jones of ICARE Jacksonville stated that the day center is one of ICARE’s top priorities and is very successful at providing services to a population that is very hard to reach and serve.
