rationale behind the proposed changes. Sheriff’s Office Lieutenant Jerry Stang answered questions from the committee about
enforcement challenges his officers face and specific ways the current
ordinance is evaded. Assistant General Counsel Susan Grandin expressed
concern on the part of the Office of General Counsel about potential First
Amendment implications that may require additional language regarding
legislative intent and an effort to ensure no infringement on religious
practice. Council Member Boyer suggested the need to reword a section
addressing the likelihood of an opportunity for enticement. A noticed meeting
may be held later in the week to craft several amendments before next
