Jody Brooks of the Office of General Counsel explained the intent of the ordinance and stated that research has shown that the City of Jacksonville will be foregoing between $350,000 and $400,000 in ad valorem tax revenue on the new houses that will be constructed in the area proposed to be annexed to Atlantic Beach, and that Atlantic Beach anticipates incurring roughly the same amount in costs for providing public services to the area. Council Member Gulliford, a former Atlantic Beach City Commissioner, described the history of the Seminole Beach and Selva Marina annexations.

In response to a question from Council Member Jones about why a waiver of the competitive contracting process is being sought and a company is being designated as the contract recipient, Council Member Gulliford stated that nationally-recognized pension analyst with years of experience investigating very large pension systems is available to do the job at a reasonable cost and a competitive search would not likely turn up a better candidate. Council Member Joost advocated for a competitive procurement process and proposed a motion to remove the exemption to the Procurement Code and to require an RFP process, which failed 3-4.
