Council Member Redman proposed an amendment to change the length of the agreement term to 6 years, which died for lack of a second.  Council Member Boyer proposed two amendments regarding the ultimate sunset date for the agreement and providing additional detail on the method for calculating the actual rate of return on DROP funds that are not taken as a lump sum.  The committee debated the likelihood that inserting a 3-year time limit on the agreement in place of the currently-proposed 10 years would cause the Police and Fire Pension Fund board to reject the amended agreement and discussed the importance of reaching an agreement with the PFPF sooner rather than later in order to keep the current UAAL deficit from growing even larger with each passing month under the existing plan. Several members pointed out that adopting this bill does not truly reform the pension system and begin the cost savings until a dedicated funding source is approved via other legislation.

Council Member Bishop explained the purpose of the bill. Deputy Managing General Counsel Peggy Sidman reported that the General Counsel is in the process of preparing a binding legal opinion on the legality of external signs on Sports Complex buildings. Assistant General Counsel Paige Johnston clarified that the bill as drafted prohibits external signage on the Veteran’s Memorial Arena and the Baseball Grounds. Questions were posed about whether the existing signs on the Arena would be considered “grandfathered” and allowed to remain or would have to be immediately removed if the General Counsel’s opinion determines that SMG did have the authority to enter into the current sponsorship agreement that produced the signs.
