Bill Summary

 

Grady Braddock, Jr. representing the local vehicle-for-hire industry said that ridesharing companies are currently operating illegally in Jacksonville despite having been cited by the City. The companies are paying the fines as a routine cost of doing business in Jacksonville. In response to a question from Council Member Lumb, Mr. Braddock indicated that the vehicle-for-hire companies may be open to considering a small per-ride fee to generate sufficient revenue for the City to enforce its current regulations. Council Member Crescimbeni requested that representatives the Risk Management Division be present whenever vehicle-for-hire regulations are being discussed.

School Board members Scott Shine and Jason Fischer addressed the committee and requested an amendment to the Charter provision to clearly authorize the School Board to hire its own specialized legal counsel in the same way that the City Council is authorized to hire a legislative counsel separate from the Office of General Counsel. Mr. Fischer stated that the Duval School Board is the only one in the state without the power to hire its own attorney, and said that research has shown that the outside attorney they hired with permission from the General Counsel has saved the district $100,000. Council Member Boyer clarified several aspects of the wording and intent of the proposed amendment. General Counsel Jason Gabriel suggested the need for additional definition of the terms “private counsel”, “outside counsel” and “internal legal officer”.
