Prior to the start of the meeting, in the absence of a quorum, Chairman Gulliford requested and Council President Yarborough approved the temporary appointment of Council Members Boyer and Crescimbeni to the Rules Committee to provide a quorum. Shortly after the meeting convened, other members arrived to provide a quorum and Council Members Boyer and Crescimbeni resigned their temporary appointments.

 

Council Member Schellenberg distributed information regarding recent changes to the AT&T Corporation’s pension plan, including a reduction in the discount rate used to calculate the present-day value of future pension obligations and a switch to a more recent actuarial mortality table, both of which are intended to more accurately reflect the actual obligations and asset expectations for the pension fund. Mr. Schellenberg urged the City to adopt more realistic investment return and life expectancy measures to produce a more realistic view of future pension obligations.

Bill Summary      

 

Council Member Boyer explained the bill and described two potential courses of action to achieve the desired Charter changes – the referendum proposed in this bill or a local J-bill in the Florida Legislature. The Duval Legislative Delegation is willing to sponsor a J-bill but the timing is problematic given the consideration of local bills in late April near the end of the legislative session and the timing needed to place a referendum on the May City election ballot. The committee expressed a preference to utilize the referendum method. Council Member Crescimbeni noted that a publicity campaign in support of the proposal will be needed to engender public support for the change.
