Attendance:   Council Members Reggie Brown (Chairman), Tommy Hazouri (Vice Chair), Al Ferraro, Scott Wilson; Phillip Peterson, Council Auditor’s Office;  Paige Johnston, Office of General Counsel; Jessica Baker, Mayor’s Office; Brian Mosier, Municipal Code Compliance; Lin White, Public Works; Wayne Young, JEA; Josh Cockrell, IGS; Fred Atwill, Jr.; Chris Warren, UNF;  Katrin McDonald, Legislative Services; John J. Jackson, Council Research Division.

 

The Chair called the Agenda Meeting to order at 1:31 P.M. 

 

The Chair asked Phillip Peterson to review the  agenda that the Council Auditor’s Office had prepared.  Mr. Peterson indicated that there were two (2) items ready for action; three (3) items that were being deferred; one item being seconded and re-referred; one (1) item with a request for emergency passage; and one (1) item being withdrawn.

 

On Item #3, ORD-MC 2015-361, Amend Chapt 804 (Jax Traffic Code), Sec 804.709 (Unlawful to alter License Plates, Citations, Mobile Home Stickers…., the Chair, Council Member Brown, the measure’s sponsor, explained why he had requested that the item be withdrawn.  He indicated that, among other reasons, he wanted to see what other cities in Florida were doing about this blight problem.

 

On Item #5, ORD 2015-768, Auth a Local Agcy Prog (LAP) Agreemt with FDOT Supporting Replacemt of Coastline Drive Bridge……., Council Member Al Ferraro had several questions concerning the number of bids that were out for the project, the project’s expense and budget.

Lin White, Public Works, and Phillip Peterson explained what the project entailed and that approval of the agreements was time-sensitive.  Ms. White said that Tom Fallin, Public Works Project Manager, could better explain the project and field questions at the Committee meeting.

 

On Item #2015-209, ORD Closing & Abandoning…a Portion of a …Drainage Easemt running thru Mariner’s Village…at 2130 Mayport Rd…., though the item was being seconded and re-referred, Council Member Ferraro asked for an explanation of the disclaimer.  Phillip Peterson explained that the measure had just been introduced and that he had not had an opportunity to review it yet.

 

There being no further business, the agenda meeting was adjourned at 1:43 P.M.
