Tom Fallin, Project Manager, Public Works Department, provided background on what the projects entailed in an area that had been developed more than fifty years ago. In seeking reimbursements for the projects, the City had to meet certain FDOT requirements.  Mr. Fallin explained that the City is now in the design-build process for construction. RFPs have already gone out.

 

The Chair, Council Member Reggie Brown, asked about JSEB when Public Works considered bids.  Mr. Fallin explained that the federal government prohibited jurisdictions from deviating from its guidelines regarding equal opportunity programs.  Mr. Fallin indicated that the City had an “encouragement plan.”

Mr. Brown expressed his displeasure with the language used to characterized outreach efforts.

He requested that the Office of General Counsel research the language issue.

 

After a fairly lengthy discussion and exchange, Council Member John Crescimbeni moved that the item be deferred.  The Committee voted to defer the matter.
