At the meeting’s outset, the Committee heard a presentation from the Jacksonville Transportation Authority on Skyway and the JTA’s options regarding the service.  The PowerPoint presentation was presented by Brad Thoburn, JTA Vice President for Long Range Planning.  Mr. Thoburn had been invited to give a presentation by Council Member Tommy Hazouri who serves on the JTA  Skyway Subcommittee.

 

Mr. Thoburn cited the Skyway Subcommittee and Skyway Advisory Group members and noted impending public meetings that had been scheduled for stakeholders and the general public.

 

Mr. Thoburn began by providing the history and background of the transportation system.  As far back as the 1970s, there were concerns about the traffic congestion in downtown Jacksonville.  Jacksonville was selected as one of three cities for a pilot program for a downtown people mover.  Detroit and Miami were the other two cities chosen.

 

Skyway was one of the Automated People Movers systems that were built in the 1980s.  In 1985, JTA was awarded a $23 million funding grant for a mile starter leg from Convention Center to Central Station. Skyway was subsequently extended from Central Station to Rosa Park Station adding Hemming Plaza Station in between.  Ultimately, the system was extend across the river to San Marco, Riverplace and Kings Avenue Stations.

 

Mr. Thoburn discussed the system’s features (10 two-car trains that can carry a maximum of 56 passengers.  The trains are climate controlled, ADA compliant and can travel at speeds of up to 30 m.p.h.  He explained ridership trends with a projected ridership of 1.37 million in 2015.

 

A recent study of Skyway indicated that the vehicles are beyond mid-life and past due for overhaul.  Technology is out of date. Four out of 10 vehicles are out of service.  The Skyway structure is sound and can last another 50 years if properly maintained.  Mr. Thoburn explained that there is no way that the Skyway is going to be expanded to either the Airport of the Beaches as some have suggested.  More likely, it is possible to perceive of the Skyway being expanded to Brooklyn or the Shipyards.  Skyway vehicles need to be overhauled or replaced.

 

Mr. Thoburn concluded with a discussion on the possibility of decommissioning the system and the costs that such a move would incur with the federal government.

 

Mr. Thoburn proceeded to field a number of questions from the panel.
