The Chair called the meeting to order at 1:28 P.M.
At the Chair’s request, Phillip Peterson reviewed the marked agenda that his office had prepared; he indicated that there were nine (9) items ready for action; nine (9) items being deferred; five (5) items that were being seconded and re-referred; and one (1) item being moved as an emergency.
Mr. Peterson indicated that Council Member Robin Lumb had requested that Item #11, ORD 2015-360, Closing & Abandoning &/or Disclaiming Portion of an Opened & Improved R/W on Van Wert Ave bet Richmond St & the St Johns River…., be deferred an additional cycle.
Though marked as ready for action, Teresa Eichner reported that Item #12, ORD-MC 2015-361, Amend Chpt 804 (Jax Traffic Code), Sec. 804.709 (Unlawful to alter License Plates, Citations, Mobile Home Stickers…., should be deferred. The item had been deferred in Rules that met earlier in the day. There is a similar, competing ordinance that has been introduced. The Chair said that the item would be deferred.
On Item #18, ORD 2015-396, Pertaining to the JIA Comm Redev Area (“JIA/CRA”) estab by ORD 93-159-57, finding that slum and blighted conditions exist and a necessity exists for the rehab, conversion, or redev of areas known as the Thomas Creek Parcel within the city…., Attorney Wyman Duggan explained what the outstanding issues entail. Assistant General Counsel Susan Grandin indicated that she is preparing an amendment to address those issues. Council Member Lori Boyer explained why she was not supportive of the proposed ordinance.
There being no further business, the agenda meeting was adjourned at 1:40 P.M.
