Denise Lee explained what the proposed legislation entailed, citing the need for economic development in the area.  Assistant General Counsel Susan Grandin explained suggested revisions that had been made to the original bill.  Council Member Matt Schellenberg voiced a number of concerns.  Council Member Greg Anderson wondered how an area with forest and farms be characterized as blighted.  Ms. Grandin read portions of Florida State Statutes that defined “blighted” areas.  She indicated that the consultant for the Thomas Creek Status Report applied the State Statutes’ definition.
