entailed. Kenny Logsdon, Planning & Development Department explained the
project, as well. Council Member Jim
Love whose Council District is where the project is located explained what
the measure’s sponsor (Council Member Robin Lumb) had in mind in seeking the
appropriation. Council Member Bill Bishop expressed his opposition to the
measure; he was concerned that the project would result in an increase in
vehicular speed that posed a threat to
pedestrians. He feels that the
project’s design would jeopardize the application for a TIGER Grant. Council Member E. Denise Lee had a lengthy exchange with
Steve Tocknell, Transportation Planner, who designed the proposed
project. Ms. Lee was concerned that
the District Council Member had not been involved or kept abreast of the
planning for the project. |

At the outset of the Committee meeting,
the panel heard a PowerPoint presentation on the North Florida Transportation
Planning Organization’s (TPO) short range transportation plans; she
specifically explained projects that are planned for 2015-2020. She explained that a Transportation
Improvement Program (TIP) is developed annually and that TPO hosts numerous
meetings to ascertain extensive public involvement. She fielded a number of questions from the
panel.
Council Member Lori Boyer distributed a
Council Resolution that Council Member Doyle Carter had introduced and the
Council adopted in 2004 that requested that the TPO give priority consideration
to specific transportation projects in Duval County. She explained that the Council has not
adopted this kind of resolution in subsequent years, and, as a result, TPO has
only considered Duval County project proposals submitted by the Florida
Department of Transportation or other bodies.
