There was a lengthy discussion on this agenda item.  After Phillip Peterson explained the Rules Committee amendment, Council Member John Crescimbeni offered a substitute amendment, explaining that it was the culmination of the work of a Snipe Sign workshop that was put together by the Ad Hoc Blight Committee. He explained what his amendment entailed, particularly with regard to definitions and offenses.  Nancy Garcia of the Northeast Florida Realtors Association, in response to a question from Council Member Matt Schellenberg, indicated that she was familiar with the components of the Crescimbeni amendment and was supportive.

 

Council Member Kimberly Daniels contended that more work needed to be done on the ordinance , particularly with regard to political signs.  She chided the Ad Hoc Blight Committee for sponsoring a sign buy-back undertaking in the midst of the current political campaign in the County.  Agreeing with the point that Ms. Daniels was making, Council Member Crescimbeni explained that having the buy-back in the midst of a political campaign resulted in a problem and issue of communication. 

 

Kimberly Scott, Director, Regulatory Compliance Department and Deputy General Counsel Margaret Sidman, explained what the ordinance proposed to do and fielded questions from the panel.

 

Council Member Lori Boyer offered an amendment to the TEU amendment  regarding the reset aspect and requested that the amendment not be rolled into one amendment.

Owing to the lack of a second to the amendment, the item was deferred.  The Chair indicated that he was inclined to defer the measure until he had had an opportunity to call a noticed meeting by Wednesday of the following week to enable all parties to air concerns.  Council Member Boyer indicated that she needed more information on the Memorandum of Understanding that the City had with the State of Florida.

Tom Goldsbury, Chief, Building Inspection, fielded questions.  Council Member Matt Schellenberg lamented funding had not been identified and requested when the old Federal Courthouse project was initially proposed and planned.
