entailed, there was a lengthy discussion on the proposed ordinance
amendment. Deputy General Counsel
Margaret Sidman explained what would constitute offenses and other
components. Contending that the
proposed legislation was too confusing, Council Member Greg Anderson
indicated that he could not support the proposed legislation. He felt that a better law was needed. As it
is currently drafted, the legislation would not solve the problem. Robert Prado, Municipal Code Compliance Division, fielded
numerous questions. Citing freedom of
speech issues, Council Member Robin Lumb indicated that he had problems with
the proposed legislation but would be voting for it nonetheless. Council Member Lori Boyer said that she had
problems with the proposed legislation, particularly with what she
characterized as a burden of proof issue; she indicated that she would,
however, be voting to recommend approval.
