Summary Fact Sheet AMEND/APPROVE
5-0 Both Jim Robinson, Director, Public Works,
and Bud Para, Public Affairs, JEA, explained what the proposed Agreement
entailed; both fielded questions. Council Member Matt Schellenberg inquired as to what the
consequences would be if we the City failed to meet the July 31st
BMAP credit trading time line. Mr.
Robinson explained why the consequences would be dire. Council Member Lori Boyer felt that the City was getting a
bad deal with this agreement; in her view, the City was “leasing” the water
quality credits from JEA. She offered an amendment that would make the Agreement a
one-year contract that would terminate September 2016. Council Member Greg Anderson offered a
friendly amendment to Boyer’s that would have the contract terminate December
31, 2016. |

the State Attorney’s Office, made a presentation in support of the proposed
ordinance. She reviewed the history of the structure. She explained that the
appropriated funds would not be used for the State Attorney’s Office’s
functions. Rather, the funds would be
allocated for preservation purposes.
She explained the historic nature of the Old Courthouse,
characterizing the building as the best example of art deco architecture in
Jacksonville. When asked to explain what the Administration’s stance was
on the proposed legislation, Jim Robinson, Director, Public Works Department,
explained that the Administration was concerned that the $2.4 million
appropriated by the legislation would break a program cap that had been established. He
suggested that a funding source for the preservation component could be the
Art in Public Spaces budget. Council Member Matt Schellenberg felt that this is not the
time to be spending money on this kind of project; that it was too much money
and that the project should be scaled back.
Council Member Robin
Lumb argued that delaying the project would incur additional
costs; he felt that the project should move forward. Council Member Lori Boyer cited a number of
concerns and requested additional information before the panel made any
recommendation. |
