Summary Fact Sheet PH/APPROVE 6-0 Jeff Foster, Chief, Solid Waste Division, Public Works
Department, explained what the Jacksonville Aviation Authority (JAA) proposed
to do with the garbage incinerator facility, explaining that it was providing
a service for international carriers, primarily Bahamas flights. The facility would dispose of items such as
paper plates, napkins, soft drink cans and bottles and some food. Mr. Raymond Young, an area resident,
inquired about the environmental impact of the facility, specifically if
there was any toxicity involved. Ms.
Lisa Sterling, an engineer and consultant to JAA, explained what safeguards
were in place and the environmental permitting process. None of the disposable material contributes
to any kind of air pollution. |

Summary Fact Sheet DEFER Though the item had been marked for deferral, Council
Member Lori Boyer had requested that the panel discuss the proposed measure
and a lengthy discussion ensued. Ms. Boyer was concerned that it appeared
that the Agreement enabled the City to “lease” water quality credits rather
than “purchase” the credits. She felt
that in the final analysis, the City was not accomplishing anything with the
Agreement. Public Works Director Jim
Robinson contended that the City was taking considerable strides in reducing
the amount of nitrogen going into the river.
In addition to what the Agreement accomplishes, he cited the City’s
fertilizer ordinances and street sweeping that are significant, as well. Bud Para, JEA’s Public Affairs Chief,
explained and discussed the credits in the Agreement and underscored the
differential between leasing as opposed to purchasing credits. Mr. Para said that it was determined that
it was far too expensive to purchase the credits outright. He characterized the Agreement as a good
agreement because 30 tons a year of nitrogen will not be going into the Lower
Basin of the S. Johns River in 2015, 2016 and 2017. |

Attach revised mobility contract Mike Herzberg, representing Atlantic North Land Trust,
gave a brief presentation explain the components of the project. He noted that the Planning &
Development Department had recommended approval of the project. Attorney Karl Sanders, agent for Atlantic
North Land Trust, explained the amendments to the proposed legislation and
reported on meetings that had been held to resolve issues. Assistant General Counsel Susan Grandin
explained the amendments as well as proposed revisions to contract attached
to the ordinance on mobility fees and mobility fee credits for the
applicant. Stephen Smith and Mike
Sands, Planning & Development Department, added clarification to the
proposed contract and legislation; each fielded questions, as well. Council Member Lori Boyer indicated her preference in
deferring the measure because she had not had an opportunity to read the
revised documentation that she had only received today; if there were a vote
on the measure in Committee, she indicated that she would be voting “no.” In response to a question from the panel,
Mr. Herzberg indicated that the proposed ordinance was time sensitive and
implored the body to move forward and act on the measure. |

Deputy General Counsel Peggy Sidman addressed some of the concerns and issues
that had been raised in Item #1 on the agenda, ORD-MC 2014-553, Amend Sec
741.107 (Violation of Zero-Tolerance for Litter Law….to increase the Fines for
Snipe Sign Violations…). She sought to addressed the issue of definitions and terms and reported on
a noticed meeting that had been held the previous week to resolve the issue.
