Summary Phillip Peterson of the Council
Auditor’s Office explained the CAO’s proposed amendments. Council Member
Boyer proposed 2 amendments - the first would clarify that weekend real
estate signs permitted in another portion of the Code would continue to be allowed, the second would leave the fine for a first
adjudicated offense at the current $50 rather than increasing it to $150. Committee
members debated the likely efficacy of increased fines and discussed the
possibility of the ordinance being used as an opportunity for campaign “dirty
tricks” by opposition campaigns moving legally placed signs to illegal
locations. |

Bill
Summary Steve Diebenow representing CTB3, LLC
gave an overview of the mobility fee proposals for 2014-636, -637 and -638,
adjacent parcels through which a new road is proposed to be constructed. Mr.
Diebenow said that the three developers and the City Planning Department had
reached agreement on almost all facets of the deal with the exception of the
value of the road right-of-way to be deduced from the mobility fee credits
and explained the points of disagreement. Planning and Development Director
Calvin Burney explained the reasoning behind his calculation of the mobility
fee credit with regard to the width and length of the roadway being proposed,
emphasizing the City’s expectation that a complete roadway through all three
parcels will be constructed to provide enhanced connectivity and traffic
relief to the area. Council Member Boyer expressed reservations about the
potential for setting a precedent by the negotiation of mobility fees rather
than the application of a strict formula for projects that have not yet been
designed. |
