Meeting Convened:
9:00 a.m.
Chairman Gulliford called the meeting to order and asked the
attendees to introduce themselves. He reviewed the Auditor’s marked agenda
which included 14 items marked for deferral, 17 items ready for action (1 as a
substitute, 1 as an emergency) and 18 items for second reading and re-referral.
The Chairman announced that 2016-300 (authorizing extension
of the Better Jacksonville Plan local option sales tax for 30 years to amortize
accrued pension liability, subject to voter referendum approval and subsequent
collective bargaining) will be taken up first on the agenda. Council Member
Boyer has a proposed amendment.
Presentations/discussions at the end of the meeting will
include a discussion of the Property Appraiser’s proposed budget, a report by
the Police and Fire Pension Fund Subpoenas Subcommittee, and a discussion of
the potential to recoup funds from former Finance Director Ronnie Belton who
converted from the defined benefit to the defined contribution retirement plan
as he left City service and took a cash settlement.
2016-258 (increasing the employee cap in the Office of
General Counsel): Chairman Gulliford wants General Counsel Jason Gabriel
present for the discussion.
2016-260 (authorizing issuance of Jacksonville Housing
Finance Authority housing revenue bonds): Council Member Boyer wants a
presentation on the implications of defaults on these bonds, despite the fact
that the City has no direct financial responsibility for paying the bonds.
Laura Stagner of the Housing and Community
Development Division said that the JHFA’s financial advisor will be present and
can discuss that issue.
2016-245 (transmittal of Comprehensive Plan Future Land Use
Element text amendment to the state for review): Council Member Boyer wants to
have a presentation about the impact of this amendment on the Capital
Improvement Program when this bill is ready for action (it is marked for
deferral today).
