At the beginning of the meeting Mayor
Lenny Curry addressed the committee regarding his proposal to meet the City’s
funding needs for pension liability amortization. He stated that the City is
spending approximately $200 million this year toward unfunded accrued actuarial
liability on its three pension plans, and that number will continue to grow and
swamp all other funding needs if the liability is not paid down substantially
in a reasonable time. His proposal is to ask the Florida Legislature to allow
the City to extend the Better Jacksonville Plan local option sales tax for an
additional 30 years beyond its 2030 termination date by a super-majority vote
of the City Council and to apply the proceeds to the pension liability. The tax
would be extended to 2060 or whenever the pension plans are fully funded,
whichever occurs first. One requirement of the new funding plan would be that
all newly hired City employees would join a defined contribution retirement
plan rather than the current defined benefit plans. In response to a question
about whether the police and fire unions support this plan, the Mayor said that
conversations have been had but no agreement has been reached. Council Member
Crescimbeni expressed the belief that the Council would be supportive of the
proposal and asked to be added as a co-sponsor to the administration’s
resolution when it is introduced.

Chairman Gulliford noted that council
members had received a copy of the Inspector General’s annual report for 2015.
Council Member Bowman requested that Inspector General Tom Cline be invited to
the next meeting to give an overview of the annual report.
The Chairman appointed a Finance
subcommittee to review the documents provided by the Police and Fire Pension
Fund in response to the committee’s subpoena issued in late 2015 for pension
plan financial documents. The subcommittee will consist of Council Members
Brosche (Chair), Crescimbeni and Becton.

from committee members about a report he had circulated to committee members
on vehicle usage and auto allowance policies. He explained that his research
has found inconsistencies and gaps in the enforcement of auto usage and auto
allowance policies over the last several years and stated that the Curry
administration is working on revised and standardized policies. Deputy
General Counsel Peggy Sidman explained the circumstances that led to the introduction
of the bill, which has opened the door to a much more wide-ranging discussion
of policies and procedures than the original bill was intended to address.
Council Member Schellenberg requested the Mr. Weinstein review the overnight
parking locations of senior center buses and vans to see if there may be a
more efficient way to make those vehicles available for use by the seniors

Gulliford noted for the committee’s information that he has been informed by
the Finance Department that the City is writing off $11 million in
uncollectible parking tickets dating back to 1980.
In response to questions from the committee about what, if anything,
can be done to improve collection practices, CFO Mike Weinstein suggested that
changes in state law may be necessary to increase incentives and penalties to
encourage compliance. Apparently the current penalties are insufficient to
induce payment. Council Member Schellenberg agreed to raise this legislative
issue with the Florida Association of Counties and Florida League of Cities to
see if there is statewide interest in tackling this issue.

Crescimbeni requested that Mr. Weinstein provide a report for FY14-15 on the
operating costs of the City’s heavy fire and rescue vehicles (fire engines,
tankers, EMS units, etc. but excluding cars, small trucks and SUVs).
Public Comment
Martha Cox of the
Family Foundations reported with regard to 2015-740 that a state program
(Florida Hardest Hit Downpayment Program) can provide
up to $15,000 in forgivable mortgage downpayment
assistance to low income home buyers, which can be used in conjunction with the
SHIP funding appropriated by this bill to help low income persons buy homes.
She plans to meet individually with council members to explain how the program
works and how it could affect their districts.
