Kristen Reed, Planning & Development Department, Chief of Community Planning, explained what the legislation entailed.

 

The Chair, Council Member Al Ferraro, stated that he was uncomfortable with some of the wording in the legislation, particularly with the references to a rising sea level risk.  He inquired about the sources or studies on which the policies were based.  Ms. Reed explained that the 2015 change in Florida Statutes was based on findings of NOAA. (National Oceanic and Atmospheric Administration).

Assistant General Counsel Cherry Shaw Pollock explained  the proposed ordinance and the rationale for the changes being sought in the substitute.

 

Council Member Anna Lopez Brosche offered an amendment that deletes language that referenced the funds to cover the cost of street renaming or honorary designation being paid by the citizens group making the request or may also be paid from the Council’s operating budget.  The Brosche amendment would delete the Council’s operating budget language.  The Committee approved the amendment.

 

Ellen Fales, Planning Department, fielded questions.

 

Council Member Greg Anderson offered an amendment that stipulates that the notification process providing residents of a street whose name is going to be changed an opportunity to express opposition is a sixty (60) day process.  The Committee approved the amendment.
