Mousa, Loree French Mr. Mousa stated
bill was a settlement with Neptune Beach over a 10 year dispute regarding
tipping fees. Neptune Beach agreed to pay $385,000 covering services up to
December 31, 2015. Upon the passage of this legislation, Neptune Beach will
pay another lump sum covering services from January 1, 2016 to approval date
of bill. Thereafter, Neptune Beach will pay a monthly tipping fee. Ms. Loree French
provided historical details and amendments regarding the interlocal
agreements between Jacksonville Beach, Atlantic Beach and Neptune Beach. It
was noted that Jacksonville Beach declined back in mid 1990s to add language
in the interlocal agreement to give up free disposal. CM R. Brown
referenced the beaches belief of inequity of double taxation and discussed
the fairness of beaches residents’ ability to vote for two mayors
(Jacksonville and the individual township). He requested Ms. Paige Johnston
and Ms. Yvonne Mitchell to research and provide information regarding the
legality of double voting privileges within consolidated cities. Motion/2nd

Taylor, Bill Killingsworth, Sam Mousa Ms. Taylor clarified
that the first amendment would correct the Council District reference to
Council Dist. 7. The second amendment adds Southside Blvd & Deerwood Park
Blvd to the project list at the request of the Planning & Development Department
Director. This action will leave the Southside Blvd & Gate Parkway on the
list. In response to
CM Gaffney’s question, Mr. Killingsworth explained that legislation is a
resolution of support for the list of priority projects to the TPO (Transportation
Planning Organization) Board. There is
a higher likelihood of receiving funding for federal and state roads in Duval
County with the match of TPO’s priority list and the federal government. TPO
submits a list of 20 priority projects with Jacksonville receiving seven (7)
of those slots. CM Crescimbeni suggested that Mr. Killingsworth initiate
contact with Council members to assist in the development of the priority
list prior to May. CM Gaffney
expressed his concern regarding the restoration of Old Kings Road Bridge not
starting until 2020. Mr. Mousa stated
the proposed CIP for the FY2016-17 includes the funds for the Old Kings Road
project. Mr.
Killingsworth agreed to help with facilitating community meetings with
residents near the I-295 & Collins Road regarding the interchange
redesign. The area intersects with Council Districts 9, 10, and 14. Motion/2nd
