meeting was convened at 2:00 P.M.
The
Council President, Lori Boyer, had opening remarks that reviewed the
Committee’s charge for the coming year and suggested areas that the panel might
want to explore and discuss during Special Committee meetings.

Summary Fact Sheet DEFER In the course of the Public Hearing, there was a lengthy
discussion and exchange on whether or not the applicant should be granted a
CON. Most of the concerns raised about
the facility’s operations was the level of noise
that could be heard late into the night and in the early morning hours. Speakers noted that the facility was
located in a residential neighborhood and that the noise and lights
constituted a nuisance. Property values was still
another concern. Council Member Reggie Brown inquired as to whether or not
there had been any community meetings to air the concerns and whether the facility’s
operators had done any outreach to the residents whose property and homes
abutted the facility’s property. Bill
Killingsworth, Director, Planning & Development Department and Eric
Fuller, Solid Waste Division, Public Works Department fielded questions. Eric
Fuller explained that the facility is permitted to crush or grind the amount
of concrete at the facility and that the facility is likely to crush concrete
in evening hours because the amount of road construction works that it
does. The applicant for the CON, Rick
Baker, explained that the management wants to be a good neighbor and is
committed to addressing the issues raised by the neighborhood residents. He replied in the affirmative to the
Chair’s suggestion that a community meeting be arranged with the residents
and the facility’s management to try and resolve some of the issues raised. Though this item had been marked on the agenda as ready
for action, the Chair deferred it. |

nature of the emergency. The firemen
at Fire Station 4, located at Jefferson Street at Duval Street, had to be
removed and relocated owing to the poor air quality and water and ceiling
damage at Station 4. The department
hopes to have all of the work done and completed in three months. In the interim, there will only be one fire
station operational in the downtown area (Liberty Street). There being no further business on
