Council Member Bowman, sponsor of the ordinance, explained what the ordinance entailed, as well.

Council Member Scott Wilson felt that at some point there should be a discussion on the process of  prioritizing a projects list.

Prior to turning to the meeting’s agenda, the Committee heard a brief presentation by John Pappas, Public Works Director, and Jordan Pope, JEA Public Affairs Director, on LED street lighting.   The presentation was in response to the questions raised by Committee members at the previous TEU Committee meeting on the replacement of current street lighting with LED street lighting.  When the question was raised about installing cameras on light poles in an effort to curb crime, Assistant General Counsel Sandra Stockwell cautioned the panel that there were legal issues involved.  While she was unaware of any laws that prohibited cameras, she gave examples of camera use that she felt judges might find as too intrusive.  Ms. Stockwell will research the legal questions raised and apprise the Committee of her findings.  Council Member John Crescimbeni implored both Public Works and JEA to involve the Jacksonville Sheriff’s Office in the process of selecting sites for new street lighting and the wattage for the lighting.

 

 

Council Member Lori Boyer noted that Ordinance 2016-57 is very important in that the JTA Board has formally committed by Board resolution to complete the 13 listed road projects on the revised JTA project list even if the total cost exceeds the $100.5 million the City transferred to JTA for this purpose.  Council Member Hazouri asked that the JTA keep the City Council informed on a timely basis of the progress of the detailed progress of the BJP road projects.

 

In Public Comments, Carnell Oliver pointed out that the Northeast Florida Regional Transportation Commission is due to sunset in 2018 and seems to be making very little progress in promoting a regional transportation system.  He urges the 6 participating counties to participate in a regional funding source (i.e. regional sales tax) and begin operation of a regional transit system.
