Amendment

(Rezoning 3425 Sans Pareil St. - CO to PUD): Per OGC, changes size of parcel being rezoned from 15 acres to 0.82 acres; attaches Revised Exhibit 1 (revised legal description); attaches Revised Exhibit 2 (revised subject property map); attaches Revised Exhibit 3 (revised written description).

Amendment

(Amending Zoning Code Part III, Subpart H – Downtown Overlay Zone – Regarding Permitted Use for Production of Alcohol for On-Site Consumption): Per OGC, adds Council Member Gaffney as a cosponsor; adds a requirement that an area dedicated to on-site consumption of the product produced must comprise at least 10% of the building area of the facility and must be accessible by a main identified public entrance. Clarifies that the limitation of production to 10,000 barrels and off-site sales limitation to 75% of production relates only to beer.

(Rezoning 4832 & 4842 Post St. - CO & CCG-2 to CCG-1): Per OGC, amends acreage being rezoned from 0.19 to 0.53 acres.

Amendment

(Sign Waiver Application SW-17-06 for Sign at 3244 University Blvd S.): Per OGC, approves the requested waiver subject to a condition that the Sign Waiver shall be transferrable to a subsequent owner unless such subsequent  owner uses the property for any of the following uses:

·         adult entertainment, as defined in Chapter 150 of the Ordinance Code;

·         a dancing entertainment establishment, as defined in Chapter 151 of the Ordinance Code

·         an establishment or facility which includes the retail sale of liquor, as defined by Section 565.01 of the Florida Statutes, for off-premises consumption.

Attaches Revised Exhibit 1 (revised legal description); attaches Revised Exhibit 4 (revised map).

(Appropriating $2,370,759 to fund a Wide Range of Affordable Housing Activities): changes total appropriation amount to $2,441,482 which includes $2,258,482 in HOME grant funds and $183,000 in Program Income; attaches Revised Exhibit 1 (revised BT); attaches Revised Exhibit 2 (revised funding schedule); attach Revised Exhibit 3 (revised RC) to reclassify a position; attaches a new Exhibit 4 (grant award letter).

(Appropriating $86,000 from NW Jax Economic Dev Fund (NWJEDF) to Liquidproof, LLC d/b/a Four Fathers Distillery): attaches Revised Exhibit 1 (revised BT) to remove waiver language; attaches new Exhibit 2 (project summary).

(Amending Sec. 150.413 (Display of Public Awareness Signs for Human Trafficking), Chapter 150 (Adult Entertainment & Services Code), Ordinance Code, to include Employee Areas of Public Lodging Establishments & Public Food Service Establishments):

 

NCSPHS: strikes reference to public food service establishments and restaurants; strikes “FOR HUMAN TRAFFICKING” from title of bill.

 

Rules: NCSPHS amendment, plus adds C/M’s Newby, Anderson, R. Brown, Carter, Wilson, Morgan and Ferraro as co-sponsors.
