17-88

Substitute

(Closing and abandoning and/or disclaiming right-of-way of Parramore Rd.): provides that no building permits will be issued for development of the property until the City receives a bond ensuring construction of the new Parramore Road; provides that the City will assign a current 50 foot wide drainage easement and will assume responsibility for operations, maintenance, and repairs of entire 70 foot drainage system related to Costco development; authorizes execution of a Master Agreement between City of Jacksonville, Harmony Farms, and FDOT outlining responsibilities of each party; clarifies that the applicant will pay for any costs to relocate utilities.

Amendment

(Rezoning 1591 Beaver St from RMD-A to PUD): Per OGC, approves the rezoning subject to conditions: as part of the Verification of Substantial Compliance for the PUD, Habijax shall: a) provide the private governance documents for a Home Owners Association that will maintain the systems of the project such as the roof, exterior and grounds; b) provide a reserve study that will project the reserves necessary to fund maintenance and repair of the systems of the project.

Amendment

(Rezoning property on north side of Beach Blvd. from RLD-60 & CCG-1 to PUD [Commercial Uses]): Per OGC, rezoning approved subject to conditions: (a) All sag lenses, drop lenses and convex lenses shall be prohibited.  Illumination levels at all property lines shall not exceed one-half (.5) foot candles (“f.c.”) when the building or parking areas are located adjacent to residential areas, and shall not exceed one (1.0) f.c. when abutting other non-residential properties. All lighting lamp sources within parking and pedestrian areas shall be metal halide, should not exceed thirty feet (30’-0”). An exterior lighting design plan, including a photometrics plan, pole and fixtures schedules shall be submitted at the time of Verification of Substantial Compliance for review and approval by the Planning and Development Department. Light fixtures shall be mounted on canopies so that the lens cover is recessed or flush with the bottom surface (ceiling of the canopy).

(b) Monument signs shall not exceed twenty (20) feet in height.

(c) Prior to requesting a final building inspection or occupying the facility in any manner, the lead horizontal and lead vertical design professionals shall submit to the Planning Department separate certification letters confirming that all horizontal and vertical components of the development have been substantially completed, and all conditions to the development order have been satisfied. This condition shall apply to both phased and non-phased developments;

Amendment

(Rezoning property on east of San Jose Blvd. from PUD to PUD): Per OGC, rezoning is approved subject to conditions: (a) One internally or externally illuminated monument sign not to exceed 60 square feet in area and 12 feet in height shall be allowed.

(b) Prior to requesting a final building inspection or occupying the facility in any manner, the lead horizontal and lead vertical design professionals shall submit to the Planning Department separate certification letters confirming that all horizontal and vertical components of the development have been substantially completed, and all conditions to the development order have been satisfied. This condition shall apply to both phased and non-phased developments.”; attaches Revised Exhibit 4 (revised site plan).

(Rezoning 2490 & 2500 Monument from PUD to PUD): Per OGC, rezoning is approved subject to conditions:  a) a traffic study subject to the review and approval of the Transportation Planning Division shall be conducted by a professional traffic engineer. A methodology meeting shall be held with the City Traffic Engineer prior to the commencement of the study;

b) ground signs shall not exceed 30 feet in maximum height;

c) prior to requesting a final building inspection or occupying the facility in any manner, the lead horizontal and lead vertical design professionals shall submit to the Planning Department separate certification letters confirming that all horizontal and vertical components of the development have been substantially completed, and all conditions to the development order have been satisfied. This condition shall apply to both phased and non-phased developments.

Amendment

(Amending Chapter 118 – City Grants – to revise the membership of the Cultural Services Grant Committee and require entities to be in existence for 3 years before being eligible to apply for funding): adds provision that any organization that submitted a letter of intent for Cultural Services Grants by March 7, 2017 and met the criteria in effect at that time shall be grandfathered in and shall be exempt from the requirement to be in existence for 3 years prior to application. The grandfather provision shall be applicable for FY17-18 and FY18-19.

(Appropriating $22,000 Walmart Foundation grant): clarifies that grant is to Sheriff’s Office.

(Appropriating $168,785.68 from Building Inspection Cash Carryover Account to fund 4 new inspectors): corrects typographical error (mifi should be wifi); attaches Revised Exhibit 1 (revised BT) to revise “mifi” to “wifi” and correct account references.

(Extending the temporary moratorium on taxi medallion renewals and late fees): corrects previous ordinance reference; corrects reference to extending the 180 day moratorium.

(Ordinance Code amendment creating new EverBank Field Amphitheater & Covered Flex Field Maintenance and Improvements Enterprise Fund): removes references to “EverBank Field”.

(Ordinance Code amendment creating a fund to deposit all gifts, donations, contributions, grants & state funds received from Mission Springs Apartments at 5327 Timuquana Rd.): changes the 3 mile impact zone radius to a 4 mile radius and attaches Exhibit 1 (map of the 4 mile radius area).

(Increasing employee cap of OGC from 68 to 69 to allow addition of 1 attorney dedicated to JaxPort): attaches Revised Exhibit 1 (revised BT) to correct subfund titles; attaches Revised Exhibit 2 (revised RC) to correct effective date.

(Authorizing development agreement and easement agreements with Tribridge Residential, LLC for Northbank Riverwalk construction): corrects address of property in bill; deletes Section 4 (CIP Amendment) in its entirety; removes Exhibit 1 (CIP information sheets); places Revised Development Agreement On File to correct property address, change base year to 2016, remove a reference to JEDC, and attach a Revised Exhibit E (Easement Agreement).

Amendment

(Amending Procurement Code with regard to Jacksonville Small Emerging Business Program): increases the size of the JSEB Monitoring Committee to 7 members;  provides that the Monitoring Committee shall annually review and make recommendations to the City Council on the appropriateness of the personal net worth and averaged annual gross receipts thresholds; deletes requirement to provide a copy of the quarterly report to the Council Auditor’s Office; revises the membership of the Monitoring Committee by adding an additional private citizen and a representative from the Northeast Florida Builders Association or similar trade organization, deleting reference to a representative of the UNF Small Business Development Center, changing the appointments from 3 by the Mayor and 2 by City Council to 3 by the Mayor and 4 by the  Council, and providing that the 2 non-JSEB contractors on the Monitoring Board shall currently or previously have contracted with the City; clarifies that an applicant for JSEB certification must currently reside in Duval County and have been a county resident for a minimum of 12 months at the time the application is filed; clarifies that the maximum length of participation in the JSEB program is calculated based on the date of the JSEB’s first contract as a prime contractor with the City or as a subcontractor retained by a prime contractor of the City, whichever is earlier.
