Substitute

(Rezoning property on east side of Bridier St. at intersection of Oakley St - RMD-A to IBP): Per OGC, approves rezoning to PUD (instead of IBP) to permit industrial business park uses as described in the written description and site plan; attaches Exhibit 1 (legal description); attaches Exhibit 2 (zoning map); attaches Exhibit 3 (written description); attaches Exhibit 4 (site plan).

(Amending JEA Charter to provide that JEA hold meetings at least every other month): modifies charter language to state, “JEA may meet at such times and places designated by it but shall hold regular meetings as necessary, and generally once a month.”; adds language reflecting JEA’s Board approval of revised language on 3/21/17; attaches JEA Board Resolution from 3/21/17 as Exhibit 2.

(Amending Budget & Accounting Code to revise titles, remove restriction on supplemental appropriations & clean up conflicting sections, and to revise the employee cap authorization to be at the subfund level): adds F.I.N.D. grant match reserve to Section 106.215.

Amendment

(Rezoning property at SE quadrant of Old Middleburg Rd S. & Sandler Rd - RR-Acre to PUD): Per OGC, approves rezoning subject to conditions: (a) The minimum lot size shall be 60 feet in width and 6,000 square feet in area; (b) The owner/developer shall provide a traffic study to include a right and left turn warrant and signal warrant at the intersection of Old Middleburg Road and Sandler Road. Any proposed traffic control and proposed intersection at the access point at Sandler Road and the access drive T-intersection with the internal roadway must be included in the traffic study. (c) The developer shall provide $7,300 to the City of Jacksonville Department of Public Works “Neighborhood Speed Limit Reduction Trust Fund” for the neighborhood’s cost portion of the estimated total cost of $14,400 for the installation of six (6) speed humps with pavement markings, and twelve (12) fabricated and installed warning signs on Marlee Road; Marlee Road is located approximately 625 feet south of the Subject Property and will be impacted by the increased traffic generated by its development. The speed humps shall be installed by the City as designed by the City Traffic Engineer; attaches Revised Exhibit 3 (revised written description); attaches Exhibit 4 (revised site plan).

(Rezoning 1850 Main St N - CCG-S to PUD): Per OGC, approves rezoning to PUD to

permit commercial use as described in the written description and site plan; attaches Exhibit 1 (legal description); attaches Exhibit 2 (zoning map); Attaches Exhibit 3 (written description); attaches Exhibit 4 (site plan); provides that if a condition is placed on the approval of the rezoning, the Planning Department and Building Inspection Division are directed to place holds on final inspection for the subject permits pending certification that all horizontal and vertical components subject to the conditions have been satisfactorily completed; waives distance limitation between liquor license location and churches and schools.

Amendment

(Rezoning on W/S New Berlin Rd & E/S Alta Dr, N of Faye Dr.  - PUD to PUD): Per OGC, approves rezoning subject to 4 conditions: must submit traffic study prior to 10 set plan submittal; minimum 20 foot front yard setback; prior to requesting final building inspection or occupying the facility, must submit certification that all horizontal and vertical components of the development have been substantially completed and all conditions to the development order satisfied; there shall be one 6-foot fence on the southwest corner running east-west, one 6-foot fence on the northwest property line running north-south abutting houses as shown on the revised site plan, and a 40-foot buffer with an 8-foot berm as shown on the revised site plan; attaches Revised Exhibit 3 (revised written description); attaches Revised Exhibit 4 (revised site plan).

Amendment

(Rezoning 3695 Hartsfield Rd  - PUD to PUD): Per OGC, approves the rezoning subject to conditions: (a)          The Planning and Development Department is directed to place a Hold or to request that the Building Inspection Division place a Hold on the final inspection for the subject permit, with the Requirement to Clear being the receipt of letters of certification by the lead horizontal and lead vertical design professionals confirming that all horizontal and vertical components of the development have been substantially completed, and all conditions to the development order have been satisfied.  The facility shall not be occupied in any manner without this certification.  This condition shall apply to both phased and non-phased developments.  The terms “Hold” and “Requirement to Clear” are as utilized within the Building Inspection Division’s permitting system.

(b)        All sag lenses, drop lenses and convex lenses shall be prohibited. Illumination levels at all property lines shall not exceed one-half (.5) foot candles (“f.c.”) when the building or parking areas are located adjacent to residential areas.  All lighting lamp sources shall be metal halide, compact fluorescent or LED. The maximum light pole height shall not exceed twenty feet (20’-0”). An exterior lighting design plan, including a photometrics plan, pole and fixtures schedules shall be submitted at the time of Verification of Substantial Compliance for review and approval by the Planning and Development Department.”

Amendment

(Amending Council Rules to allow the Presiding Officer to fix a lesser time for all speakers during Council public hearings & to create a Council Rule to address public participation): allows registered lobbyists to give a business address in lieu of a residential address on the speaker’s card; provides for dissemination of the speaker’s card info to council members on their computer monitors. If the speaker’s card cannot be displayed on the council members’ monitors then the Floor Leader or Chair shall read the information required pursuant to Council Rule 3.605 into the record.

Amendment

(Approving issuance by the Capital Trust Agency of its Multifamily Rental Housing Facility revenue bonds):

 

NCIS: adds language to bill regarding a payment in lieu of taxes agreement and attaches the PILOT agreement as Exhibit 4; deletes On File documents and attaches proof of publication as Exhibit 1; attaches written report of Hearing Officer as Exhibit 2; attaches IRB Committee resolution as Exhibit 3; adds a requirement that the bonds to be rated as investment grade.

 

Finance: same as NCIS amendment plus adds designation of the Finance and Administration Department as the oversight agency.

(Authorizing execution of all documents relating to I-95/Airport Rd interchange project): attaches Revised Exhibit 1 (agreement with FDOT) to correct fiscal years, ensure that excess funds will be spent within the CRA boundaries and include term of agreement to be no later than 2028; attaches Revised Exhibit B .

(Appropriating $2,945,261.52 from Risk Management Retained Earnings account to refund equity from FY 2015-2016 to the City for general liability and workers' compensation): corrects amount to $1,996,131.52; attaches Revised Exhibit 1 (revised BT); corrects title and explanation of appropriation to clarify that funds are being transferred into the General Fund contingency for collective bargaining; attaches Exhibit 2 (General Liability and Workers Compensation Statement of Revenue, Expense and Fund Balance).

(Closing & abandoning &/or disclaiming a portion of College Street at its intersection with Willow Branch Ave.): clarifies that any relocation of utilities is subject to review and approval by JEA and is paid for by the Applicant.

(Appropriating $9,032 from Tree Protection & Related Expenses Trust Fund for tree planting on Bakersfield Drive): revises appropriation amount to $8,305.76 in bill; attaches Revised  Exhibit 1 (revised BT); replaces reference to 12 Leyland Cypress trees with reference to 14 trees described in Exhibit 2; attaches Revised Exhibit 2 (revised project quote).

Amendment

(Appropriating $415,000 for operations & capital improvements at Hemming Park): corrects date of 2nd Amendment within bill to June 8, 2016; attaches Revised Exhibit 1 (revised BT); attaches Revised Exhibit 2 (revised CIP information sheet); includes in title of bill that the project amount is decreasing for Countywide Parks Upgrades/Maintenance/Repairs; attaches Revised Exhibit 3 (fifth amended contract for operation and management of Hemming Park).
