Meeting Convened: 4:02 p.m.

 

NCIS Committee: Council Member Wilson reviewed the actions of the committee from its meeting.

 

Finance Committee: Council Member Brosche reviewed the actions of the committee from its meeting.

 

TEU Committee: Council Member Ferraro reviewed the actions of the committee from its meeting.

 

LUZ Committee: Council Member Becton reviewed the actions of the committee from its meeting. President Boyer stated that Council Member Carter had requested postponement of the item in Council. After a discussion of postponement versus re-referral to the LUZ Committee, a decision was made to move for re-referral.

 

PHS Committee: Council Member Newby reported that all of his committee’s actions had been previously covered.

 

Rules Committee: Council Member Dennis reviewed the actions of the committee from its meeting.

 

Regarding Ordinance 2017-195 (appropriating a $15,000 grant from the Florida Fish & Wildlife Conservation Commission for a 3-year monitoring and assessment of 2 artificial reefs in the St Johns River), President Boyer said that she understood there was time sensitivity for this bill and emergency action may be needed. The bill will be moved for a one-cycle emergency.

 

Council Member Dennis requested one-cycle emergency consideration of Ordinance 2017-196 (establishing a temporary moratorium (90 Days) on issuance of any permit for, or allowance of, any block party authorized by Sec 664.401, Ord Code.). The sponsor, Council Member R. Brown, agreed with the emergency action.

 

In response to a question from Council Member Hazouri on Resolution 2017-211 (supporting passage of Senate Bill 1138 & House Bill 1093 which would prevent sale of tobacco to individuals under 21 years old) Council Member Crescimbeni said that the Office of General Counsel has not issued an opinion on whether the City could impose this age limitation by local ordinance; the bills are pending in the Florida Legislature and it is timely to support their passage to adopt a statewide standard age of 21. Council Member Morgan requested to be added as a co-sponsor to bills 2017-164, -166 and -167. Ordinance 2017-197 (appropriating $9,032 from Tree Protection & Related Expenses Trust Fund for tree planting on Bakersfield Drive) will have a floor amendment moved.

 

President Boyer announced that she was feeling under the weather and had submitted a notice for early excusal after the presentations are completed.
