(Amending Development Order for NE Quadrant of Deerwood Park North DRI):

Substitute

(Designating Hemming Park as a historic landmark site): designates only the Confederate soldier monument and the Kings Road coquina stone and plaque as landmarks.

Amendment

(Approving waiver to reduce minimum road frontage at 5135 Dunn Ave.): approved with conditions - further subdivision of the property is prohibited; prior to requesting a final building inspection or occupying the building the lead horizontal and vertical design professionals shall submit certification letters confirming that all components of the development have been substantially completed and all conditions to the development order have been satisfied.

Amendment

(Rezoning property on  Deer Lake Dr. E. from PUD to PUD): approved with conditions – there shall be one double-sided or two single-sided externally illuminated monument signs at Deer Lake Drive East entrance not to exceed 24 sq. ft. per side and 8 feet high; there shall be one single-sided externally illuminated monument sign along the JTB frontage, not to exceed 120 sq. ft. in area and 35 feet high on the JTB off ramp frontage and one internally or externally illuminate wall sign not to exceed 120 sq. ft. in area on a building; temporary leasing signs shall not exceed 100 sq. ft. in area; prior to requesting a final building inspection or occupying the building the lead horizontal and vertical design professionals shall submit certification letters confirming that all components of the development have been substantially completed and all conditions to the development order have been satisfied; attaches a new Exhibit 5 (Transportation Review).

Substitute

(Amending Ordinance Code Chapter 112 to change lien write-off procedures): clarifies that both nuisance and demolition liens are covered by the policy; includes accrued interest in the amount that can be settled; adds a requirement that the administration annually report the amount of liens written off in the prior year to the Finance Committee.

Amendment

(Appropriating $180,688.37 in additional revenue from FDOT to reimburse City for utility costs of 753 additional street lights on FDOT roads): revises explanation of appropriation to state that the funds will be appropriated to the Traffic Engineering Division of Public Works.

(Appropriating a $3,000 donation from AARP for construction of a Rapid Flashing Beacon Pedestrian Crosswalk on Hartley Rd.): attaches Revised Exhibit 1 (revised BT).

(Appropriating $144,214 from General Fund - GSD Fund Balance to General Fund – Reserve for Fed Programs): increases transfer from GF/GSD Fund Balance to $932,775; attaches Revised Exhibit 1 (revised BT).

(Appropriating $1,356,608.21 from CIP projects certified as complete to alternative uses): attaches Revised Exhibit 1 (revised BT) to correct accounts and amounts; attaches Revised Exhibit 2 (revised CIP sheets); revises title and explanation of appropriation section to reflect “investment earnings” as a source of funds.

(Authorizing a Memorandum of Understanding with JAXUSA Partnership in order to implement an export plan and develop a foreign direct investment strategy): attaches a Revised Exhibit 1 (revised MOU); corrects the name of the Brookings Institution;                                                                                requires quarterly reporting to Finance Committee.

Amendment

(Approving issuance by the Capital Trust Agency of its revenue bonds to finance an assisted living and memory care facility): attaches On File documents as Exhibits 1(proof of publication), Exhibit 2 (Report of Hearing Officer) and Exhibit 3 (IRB Committee Resolution) and removes On File documents; restricts sale of bonds to qualified institutional buyers or accredited investors in minimum denominations of $25,000.

(Resolution urging the Florida Legislature & Cabinet to dedicate conservation funds for water conservation projects in the environmentally sensitive areas of North & Central Florida):

 

LUZ: strikes Everglades reference from the resolution; requires Legislative Services to send the resolution to the Duval Legislative Delegation via certified mail.

 

Finance: strikes Everglades reference from the resolution.

(Appointing Randle Shoemaker to the JIA CRA board): corrects the name of the board.
