Substitute

(Appropriating $10,575 from Tree Protection Trust Fund for removal and planting of trees):

Appropriates $13,795.52 for planting of 37 longleaf pine trees, replacement of unsuitable soil, and fertilization of 53 trees.

Amendment

(Amending Ordinance Code Chapters 123 – Public Fees, Chapter 111 – Special Revenue and Trust Accounts, Chapter 191 – Special Events and Chapter 154 – Alcoholic Beverages – to implement ticket surcharge increases and to establish ticket user fees for the Amphitheater and Covered Flex Field):

 

Finance: clarifies that surcharge revenues are to be used only for capital expenditures and capital maintenance (not routine maintenance and repairs); corrects a Code section number reference; removes the Equestrian Center from the list of venues with their own separate enterprise funds within the Special Trust and Revenue Accounts chapter and adds the Ritz Theater and Museum to the separate funds list.

 

NCIS: Finance amendment, plus makes the date of application of the fee increase to the Jacksonville Symphony’s lease effective June 15, 2017.

Amendment

(Amending Ordinance Code Chapter 30 to define “accredited college or university” for purposes of appointed official qualifications): Adds Director of Planning and Development and Bicycle/Pedestrian Coordinator as positions requiring a degree from an accredited college; corrects the title of the Right-of-Way and Stormwater Maintenance Division.

Amendment

(Appropriating $25,000 from Special Law Enforcement Trust Fund to the Police Explorer Post Trust Fund): clarifies that only $12,500 will be appropriated and that $12,899 from FY13 will be de-appropriated; attaches a Revised Exhibit 1 (revised BT).

(Appropriating $1,587.38 in federal grant funds and local match for purchase of bulletproof vests for the Sheriff’s Office): attaches Revised Exhibit 2 (revised e-mail regarding grant award letter).

(Appropriating $49,176 from U.S. Justice Department for the State Criminal Alien Assistance Program): attaches Revised Exhibit 2 (revised e-mail regarding grant award letter).

(Appropriating $4,599,325 from Public Works Department to the Lonnie Miller Park Phase 1 ash remediation project): corrects funding source in bill title and body to Gold Merit/Pope Place Ash Remediation Project; corrects explanation of appropriation section; attaches Revised Exhibit 1 (revised BT) and Revised Exhibit 3 (revised CIP pages).

(Endorsing and requesting delivery by the FDOT of the Edison Ave/McCoy’s Creek Bridge replacement project and the Howell Drive/Ribault River Bridge project): attaches Revised Exhibit 1 (revised agreement) to include reference to Exhibit B on page 8 and to revise map.

(Authorizing a property interest donation and stormwater system maintenance agreement with FDOT): attaches Revised On-File Agreement to properly label Exhibits A, B and C and to correctly identify State Road 8 as I-10 rather than I-95.

(Authorizing non-exclusive utility easement to TECO on Akron Street): attaches Revised Exhibit 1 (revised easement) to delete an unnecessary reference to adding a legal description; corrects easement area; strikes reference to one-time fee and provides that TECO will pay an easement charge; adds an index code and subobject to specify where payment is to be deposited.

Amendment

(Authorizing amendment to the Jax Beach Pier operation and maintenance agreement): attaches Revised Exhibit 1 (revised first amendment to the lease agreement) to provide for proration of the annual lease amount during closure periods caused by natural disaster.

Amendment

(Expressing Council support for legislative bill J-2 to add additional zones to the list of areas eligible for exemptions from certain state alcoholic beverage licensing requirements):

 

Rules: adds name of zones in title and text of the bill; recommends adding additional exemption zones in San Marco; attaches new Exhibit 1 (map of San Marco Transportation Corridor).

 

Floor: Rules amendment, plus removes and replaces the On File document to place on file the revised J-2 to include the San Marco Transportation Corridor additions.

Amendment

(Authorizing economic development agreement with Uptown Signature Development Inc.): corrects job creation deadline to 12/31/23; adds appropriation language for $200,000 from JIA CRA tax increment fund and attaches new Exhibit 3 (BT); renumbers bill sections; attaches Revised Exhibit 1 (revised project summary) to reference the creation of 20 jobs; attaches Revised Exhibit 2 (signed JIA CRA board resolution).

Amendment

(Commending Army Corps of Engineers and Olsen & Associates for quick response to Hurricane Matthew sand dune damage): clarifies that damage occurred to both the dunes and the beach; strikes language concerning federal environmental and procurement regulations; adds language referring to compliance with “necessary requirements”.
