Wetlands Mitigation Bank: Mayor’s Liaison Ali Shelton reported that the General
Counsel’s Office has not come to resolution with the other party and she will
meet with council members in the near future regarding potential solutions,
including litigation. In response to a question, Deputy General Counsel Peggy
Sidman said that a shade meeting of the Council cannot be called until
litigation is actually filed.

Auditor’s Report: Council Auditor Kyle Billy discussed the four
recently-released reports.

Purchasing Card (P-card) Audit Follow-up Report: 9 of the 11 identified issues
have been resolved; another follow-up will take place.

Tax Collector’s Office-Collection and Remittance of City Funds Audit Follow-up
Report: 2 of the 4 identified issues have been cleared and the other two should
be cleared shortly.

City Payroll Audit Follow-up Report: this audit had a long list of identified
issues, many of which have been resolved and the rest are still in process.

Budget Summary Fiscal Year 2017/18: summarized the changes made by Council to
the Mayor’s proposed budget document.
Medical
Examiner’s Office: Dr. Valerie Rao, Medical Examiner for the Fourth Judicial
Circuit, explained the office’s worsening problem with lack of space both for
autopsies, storage of bodies, and office space. The office has seen caseload
growth of 9% and 14% in the last 2 fiscal years and has run out of body storage
space. The administration is working with the Medical Examiner on a short-term
solution that will involve acquisition of a refrigerated storage truck and a
modular office space which will be placed in the employee parking lot. The
long-term solution will likely involve construction of a new facility. The
committee asked Dr. Rao questions about the growth in the caseload and trends
in space needs. Angela Moyer of the Budget Office said that the administration
recognizes the seriousness of the issue and a new medical examiner facility is
in the Capital Improvement Plan for construction beyond 5 years. Planning for a
new facility could begin in the next year but construction will be at least
several years off. Ms. Shelton said that the facility problem is a symptom of
the larger issues posed by the opioid epidemic. Council Member Dennis requested
Dr. Rao and her staff to make a full presentation at the first committee meeting
in January on the short- and long-term solutions to the problems her office
faces.

answers to a list of issue areas posed by the NCSPHS Committee at its meeting
yesterday. In response to a question from Council Member Boyer about how the
bill would treat amnesty requests on one parcel by owners who own multiple
parcels with pending liens, Mr. Teal said that state law provides that liens
on one property attach to all properties under the same ownership and
violations will need to be corrected on all properties to get full clearance

Council Member Gaffney distributed copies of an ordinance he will propose for
introduction and passage on first reading as an emergency at next Tuesday’s
City Council meeting. The bill would authorize the subordination of two City
liens on the parcel of property on East Duval Street known as the Community
Connections/ YWCA property to a mortgage by another lender. Ginny Myrick of
Cathedral District Jax explained the non-profit’s plans for the revitalization
of the 33-block Cathedral District in downtown Jacksonville, beginning with the
conversion of the former YWCA building into market rate apartments. She
explained the 4 liens currently pending on the property – 2 by the City, 1 by
the State, 1 by a private bank. Cathedral District Jax has a purchase agreement
on the property and has arranged a loan from the Episcopal Church Building
Fund, a national foundation providing loans to Episcopal churches and
ministries for church and community development purposes, to finance the
purchase transaction. The loan agreement expires on December 31st,
which accounts for the emergency request. The private lender loan on a separate
building on the parcel is also in foreclosure and a sale by the bank of that
portion of the parcel to another buyer would effectively scuttle this project. Ms.
Myrick reported that she has been meeting with the City administration and last
week reached an agreement with the Mayor’s Office to allow the subordination of
the City’s two liens to the new loan for a period of 24 months. Several
committee members expressed support for the project but discomfort with the one
reading emergency request and suggested that the organization seek another
extension on the loan deadline from the Episcopal Church Building Fund. Council
Member Katrina Brown urged Ms. Myrick to meet with all council members prior to
next Tuesday and explain the project and the purpose of the City lien
subordinations so that a lengthy discussion does not occur during the council
meeting.
