Administration Monthly Update on
Loblolly Audit Report #784
General
Counsel Jason Gabriel reported that the City and the managers of the Loblolly
Wetlands Mitigation Bank had met again and exchanged proposals for resolving
the outstanding issues identified by Audit #784, but still have not come to a
mutually satisfactory solution. One final attempt at an agreeable settlement
will be made, then the City will have to choose its
next course of action, which may include a lawsuit, if the matter cannot be
settled.

Tom Goldsbury, Chief of Building
Inspections, answered questions from the committee about the early results of
the recently-approved rebate of building permit fees for roof and electrical
repairs for damage caused by Hurricane Irma. Ten applications for rebates have
been made to date, and the application deadline will extend through February
28, 2018. Mr. Goldsbury answered questions from several council members about
how the availability of the funds is being advertised to potentially eligible
citizens. Council Members suggested the need for production and distribution of
more flyers, newspaper advertisements, a visible, comprehensive web site,
information provided to the roofing and contracting communities, and flyers
provided to council members for distribution directly to their constituents.
Mr. Goldsbury noted that an issue has already arisen in which a complaint was
received that the City only provided a rebate of $150 (the actual cost of the
permit), when the contractor charged the homeowner $300, which includes an
administrative charge for the contractor to fill out paperwork and pull the
permit on behalf of the property owner. The City has no control over how much
contractors charge to act as agents for property owners in pulling permits.
